My wife and I are trying to adopt a child from the Ukraine. Should we have him circised once we get him?

Depends on his age. It can be painful. That said If he is young enough I say do it. In the USA it's the most accepted. Sure some like the ol anteater look but most women are used to seeing the circised one. I'm sure either way will be fine though.
