Should a husband be jailed for getting his wife pregnant?

A man in russia has been locked up for having and bearing child, with his wife. Under law you can marry at 16, with parental authorisation, but the law says you cant have ! Is there not a condradiction in terms there? Not just russia, I checked, it law in most european countries, and most american states! is it humanity gone wrong?
