Did we make love or just have ?

Okay this guy that i was talking to off and on for 9 months.. We stopped talking for like 2 weeks because he didn't want a relationship. We managed to start talking again. Two days ago he had seen me at the traffic light and i got those erfly feelings again. I told him how much i missed him and how i wanted him to come over. He came over that same night and we didn't even last 2 mins before one thing led to another. But he kissed me everywhere in every place imaginable while we were in the middle of it so sensual. He looked me in my eyes and then i started tearing. I told him I loved him and he smiled but didn't say it back. He says he doesn't love me but how couldn't he i think he made love to me. He just didn't wanna tell me cause we were on the rocks.
