Do you believe the Executive should have the authority to choose not to enforce laws, enacted by Congress?

The executive always has had discretion in the prosecution of crime. Prosecutors have this discretion as well. When Andrew Jackson sent Indians on the trail of tears, the Supreme Court held that the displacement was illegal, and Jackson famously said, "The Supreme Court has made its decision, let's see them enforce it."
